The mission of the Treasure Island Homeless Development Initiative (TIHDI, pronounced “tie-dye”) is to provide exits from homelessness and other assistance for economically disadvantaged families and individuals through housing, employment, economic development, and support service opportunities on Treasure Island and Yerba Buena Island, formerly a Navy Base. In 1994, a score of agencies specializing in affordable housing and services to homeless and economically disadvantaged persons came together to form TIHDI. TIHDI residents, who started to move onto the island in 1999 are integrated with open market renters and comprise 23 percent of the residents of Treasure Island.

Description:
TIHDI acts as a broker for these opportunities. Housing, employment and economic development efforts are provided directly by individual TIHDI member agencies. TIHDI organizes a Job Broker System, a Business Assistance Center, a Free Tax Site and a Food Pantry.

We also sponsor the annual Community Festival during every fall season.

History:
Treasure Island, a former military base, was selected for closure in 1993. In 1994, San Francisco elected to be governed under the federal "Base Closure Community Redevelopment and Homeless Assistance Act of 1994." This Act required the City to propose a plan for using base resources to assist homeless persons as part of its land use plan (Reuse Plan) for the civilian redevelopment of the Base.
